This fix assumes that the issue is an invalid drive letter being pointed to in the system's registry.
To resolve this behavior, enter the correct value data for the registry key. To do this, follow these steps.
Important: This method contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.
7 Steps total
Step 1: Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Step 2: In Registry Editor, locate the following registry key:

Step 3: In the right pane, note the values in the Data field of each entry.
If any value contains a drive that is not correct for your computer, right-click the entry, type c:my documents in the Value data box, and then click OK.
Step 4: Repeat step 3 for each entry whose Data value contains an incorrect drive.
Step 5: Repeat steps 2 through 4 for each of the following registry keys:

If you have a PC on a domain network and have your Documents folder mapped to a drive on the server or have moved your documents folder location other than the default location.. the install will fail with 1603. Serial number idm. If you just move the documents location back to the default real quick and run the install it should work. When you are done re-map your documents location to where you had it and you are good to go!
